I have a first order storm trooper model and I want to make it shiny to look like phasma. Is this a hex edit value or some kind of thing I have to put through softimage (If this IS a softimage thing then sorry for posting this question here admins).

The best way to achieve that effect is to use an environment map, which can be done a number ways, including through XSI and hex editing.
That just enables the effect. However, creativity is required on your part to get it to look right through adjusting the environment map texture itself and changing certain values, especially specular color and decay.[b][color=#FF8000]XSI FAQ / Tutorials[/color][/b] wrote:...

if you just want it shinny, you can use the specular map. I don't know if the environment map will look better. I never understood that thing

That's not a good reason why others shouldn't use it. Sure, you can use specular, but it won't achieve the same effect. Regular Stormtrooper armor is shiny, and specular would work great there, but Phasma's armor is shiny to the point where it reflects its surroundings, which is what an environment map helps with. If you still would like to understand, look at the ball that the fountain holds on stock Naboo.

Yeah the ball on naboo is always my reference for environment map. But how can this work on troopers?? Don't you need a picture of the surrounding?? On naboo it's a static ball, but on playermodels or vehicles it's moveable, and so the surrounding will change, too

You can either create an environment map texture that generally represents the overall surroundings of your map so that everything doesn't look out of place regardless of where your unit is currently at. Or you can use region-specific environment maps where each region has its own environment map texture.
