Custom sounds are too quiet

I normalized some custom voice lines in .wav before putting them in the game, but they are too quiet. Any fix?

Try setting the sound property's Gain value to 1.0.

so it must be between 0.0 and 1.0 right?

It's better, but not so much. How can I make a sound louder in audacity without losing on quality?

There's not a whole lot you can do. Amplifying it past the clipping point helps, but is iffy depending on the sound.
