Download the r129 version from this thread:

It has a custom installer, which you can change the directory to the following (or whatever the correct steam directory is...)- C:\\Program Files (x86)\Steam\steamapps\common\Star Wars Battlefront II\GameData\addon\

This should solve your problem, if not, I'm sure someone who owns the steam version could help you better...

P.S. note that my directory for the location of the steam files may be slightly incorrect, I have steam, but not SWBFII on steam.

I keep getting this as well. Except only when I try to click the menu.bat to install v1.3 because my game still says version 1.1 and there are none of the new maps.

Though I'm unsure how to solve the map issue, the v1.3 patch will not have the game appear as "v1.3". It's technically a mod, not a patch...
